Central and local government have a legal obligation to make their websites accessible to those with visual or other impairments, under the terms of the Disability Discrimination Act 1995. Despite this, many do not. Though governed by different legislation, the United States has already seen cases of 'accessibility' litigation fought successfully.

In Britain there are approximately 10,000 local councils and many of their websites do not meet the legal standards, or they do not have a web presence at all.
